The University of North Texas League of United
Latin American Citizens Constitution
ARTICLE I: Name
Section I- The official name of this organization shall be The League
of United Latin American Citizens. This shall be the name in which all
business and activities of the constituted body will be carried out.
Section II- The word LULAC which is formed by the official
abbreviated title of the League of United Latin American Citizens may be
used in lieu of the full name of the organization.
Section III - La Lucha at UNT shall be the official council name in
which the national council would recognize the organization.
ARTICLE II: Purpose
Section I- The purpose of LULAC shall be to educate and inform the
community at large about political and social issues affecting the
Hispanic/Latino community throughout the University of North Texas and
the United States in general.
Section II- LULAC shall coordinate cultural, social, and academic
activities on campus in order to develop leadership skills among its
existing membership.
Section III- LULAC shall provide (volunteer) community service to the
surrounding Hispanic/Latino community.
ARTICLE III: Structure of the Organization
Section I- There shall be a Cabinet, consisting of the President,
Vice-President, Secretary, and Treasurer.
Section II- Officers shall
serve a term of academic year. They shall be elected
Section III- To be eligible for an elective office an individual must
have a cumulative academic average of 2.3. Officers shall be allowed to
serve one successive term if elected. However, officers shall become
inactive if his/her grade point average falls below 2.3 and shall remain
inactive until such grade point average is raised to the required level.
ARTICLE IV: Duties of the Cabinet
Section I- The president shall preside during all meetings of the
organization whether called or scheduled. He/she shall act as the spoke
person during the meetings. The president, with agreement of the rest of
the Cabinet, shall appoint the chairmen of all standing and special
committees. The president may waive his/her right of appointing members
to standing and special committees and delegate his power to the
Vice-President. The President with the approval of Cabinet shall have
the power to make appointments to fill vacant offices.
Section II- The Vice-President shall perform the duties of the
President upon the President's request or in the President's absence. It
shall be the Vice-President's responsibility to appoint a member his/her
duties in his/her absence. Otherwise, the secretary shall assume the
Vice-President's duties or a designated member of the cabinet shall
serve in the capacity.
Section III- The Secretary shall keep all records of the
organization. This includes maintenance of minutes of meetings, reports
of programs, and maintenance of copies of the Constitution. The
Secretary shall carry on all correspondence for the organization.
Section IV- The Treasurer shall receive contributions and pay bills
when duty authorized by officers or the President. A record of the LULAC
finances will remain on file for members to read at their discretion.
The Treasurer's receipt book will be presented at all regular called
meetings.
ARTICLE V: Vacancies
Section I- If a vacancy occurs in the office of President, it shall
be filled in this successive order. Vice-President, Secretary, and
Treasurer. This is consistent upon vacancy of lower offices as the
vacancy is filled by the order previously mentioned.
Section II- If any elective position becomes vacant, the
President and rest of Council shall choose a member to fill the vacancy
for the rest of the term of office. All active members shall vote for
approval for the person chosen.
Section III- In the case of the President resigning, the
Vice-President shall automatically become president.
ARTICLE VI: Membership
Section I- Membership shall be divided into active and
associate members. a) Only currently registered students and currently
employed faculty and staff shall be eligible for active membership. b)
All other members interested in furthering the purpose of LULAC shall be
associate members. Associate members may not hold office, vote, preside,
officiate, or solicit funds on behalf of the organization. c) The
majority of the active members, that is 50% + 1, must be currently
registered undergraduate students.
Section II- All students members must have a cumulative
academic average of 2.00.
Section III- All active members will be required to
attend a minimum of six meetings per semester in order to keep the
membership active.
Section IV- Members should be committed to the
fulfillment of the purpose of LULAC as listed in Articles III, Sections
I, II, and III. Members' commitment and responsibility to the
organization will be demonstrated by attendance, participation, and
contributions of time and energy for the cause of furthering the
functioning and survival of LULAC.
Section V- Members may participate in voting. Active
members will be allowed to serve as chairman of any committee. Those
members of LULAC whom are non-students do not have the right to vote.
Section VI- A member may be suspended by a 2/3 vote from
the Cabinet. Suspension shall apply to anyone who has been proven to
violate the rules and regulations of the University. Also, to those
proven to have committed an act or acts detrimental to active or planned
activities of LULAC. The Cabinet with respect to magnitude of offense
shall determine period of suspension.
Section VII- Membership shall not be deny on the basis
of race, religion, sex, physical handicap, or any other discriminatory
purpose.
ARTICLE VII: Meetings
Section I- Regular Meetings of the organization shall be
held once every two weeks.
Section II- The Cabinet will meet every week. The fist
meeting of each semester will be held the second week after classes
begin.
Section III- Special meetings may be called by the
President in accordance to the Cabinet.
Section IV- Adequate advance notice for meetings must be
given to all active members.
ARTICLE VIII: Committees
Section I- Standing committees may be created if deemed
necessary. Section II- All standing committees shall be appointed by the
President and approved by the Advisor and the Cabinet.
ARTICLE IX: Amendments
Section I- A quorum for constitutional
amendments or changes shall be 3/4 of upon the revision.
Section II- Said revision shall be presented in writing,
discussed at one regular meeting, and voted upon during the next regular
meeting. This second regular meeting is open for a second reading and
voting only.
ARTICLE X: Impeachment
Section I- Cabinet members may be removed from office
through an impeachment procedure. The procedure would include
deactivation at University Park and any other college, which sponsors
LULAC. All membership privileges would be withdrawn, and the member
could only reapply after a waiting period of one academic year. The
membership committee would decide upon renewed membership.
Section II- To be removed from office before the
expiration of the term, an officer must have committed an impeachable
offense or been proved to violate a University policy.
Section III- An impeachment offense consists of any
academic or social dishonesty, misallocation or unauthorized use of
funds, misconduct which in any manner reflects upon the organizations
standing, and including but not limited to failure to abide by the
regulations and norms set forth there in the constitution.
Section IV- Officers who knowingly break the
constitution, the bylaws, the regulations governing LULAC, or become a
nuisance to the organization are liable for impeachment.
ARTICLE XI: Voting
Section I- Only active members have the right to vote.
Section II- The quorum is thirty-three percent of the
membership.
