University Driver Procedures

New Driver Applications

Steps to request a new driver:

Departmental

  1. Department will provide a full and current copy of the University Driver Request Application to the Applicant Driver.
  2. Applicant Driver will read and understand all applicable rules and requirements provided in the University Driver Request Application.
  3. Applicant Driver will complete, acknowledge through initialing all required form elements, sign and date the form1.
  4. The departmental supervisor will check the form for completion, sign, and date the form2.
  5. The department or Applicant Driver will deliver the original, signed University Driver Request Application to RMS prior to operating University vehicles3.
  6. Unless otherwise notified, until a state Motor Vehicle Report (MVR) is delivered, the Applicant Driver will be temporarily allowed to operate University vehicles until an Applicant Driver Score is assigned. If the Applicant Driver has acknowledged disqualifying or major violations on their driving record, the temporary driving privileges may not be granted.

Risk Management Services New Driver Request Process

  1. All University Driver Request Applications must be delivered to RMS promptly.
  2. Upon receiving a University Driver Request Application, RMS will check the form for completion and that all required signatures/initials are present.
  3. Texas-State University Driver Request Applications
    1. RMS will request new driver MVRs on a weekly basis from the Texas State Department of Motor Vehicles (DMV).
    2. RMS will immediately enter the information into the Driver Program.
    3. At the end of each week, RMS will determine if there are new driver requests and perform an MVR records request if necessary.
    4. Upon receipt of new MVRs, RMS will enter the information provided into the Driver Evaluation Form and determine a driving status.
    5. If necessary, a departmental supervisor and/or director will be notified of a disallowed driver status.
  4. Out-Of-State University Driver Request Applications
    1. RMS will notify upon receipt of application all new out-of-state drivers of the requirement to provide a state MVR to RMS.
    2. Upon receipt of the out-of-state MVR, RMS will immediately enter the information into the Driver Program records.
    3. At the end each week, RMS will determine which Applicant or Current Drivers with out-of-state licenses will need updates. RMS will notify the affected drivers or their immediate supervisor.
    4. If the Obtainment Period4 is passed without a state MVR for the Applicant or Approved Driver, RMS will notify the department of the revocation of driving privileges. Unless otherwise provisioned, the Applicant or Approved Driver cumulative applicant driver score can be determined.

Modifying or Deleting Driver Records

RMS upon receipt of a change or delete request (using the University Driver Request Application form), RMS will modify the record in the Driver Program. If a deletion is requested, RMS will delete the current driver record from the Driver Program and provide record-keeping for all applicable material in RMS possession.

Annual Updates of Driver Records

  1. RMS will perform annual MVR updates to the driving records of each University driver.
  2. RMS will once a month determine which current driver records will need updated MVRs and request the updates from the Texas State DMV.
  3. Upon receipt of new MVRs, RMS will enter the information provided into the Driver Evaluation Form and determine Applicant Driver’s University driving status.
  4. If necessary, a departmental supervisor and/or director will be notified of a disallowed driver status.

DOT Alcohol and Drug Testing Pool

RMS will administer and maintain records related to DOT Alcohol and Drug Testing Pool. Please see UNT Policy Manual, Section 1.2.14, "Department of Transportation Employee Alcohol and Controlled Substances Testing of Drivers of Commercially-Rated Vehicles".

  1. Prior Applicant Driver Disqualifications - An Applicant Driver with known disqualifying or major violations in their driving record must notify their supervisor before the University Driver Request Application is provided to RMS, who must then contact RMS before allowing Applicant Driver to operate a University vehicle.
  2. Incomplete Driver Request Applications - Any incomplete University Driver Request Applications will be returned to the department for completion before RMS will accept the new Applicant Driver.
  3. Protection of Personally Identifying Information - It is required that all deliveries of documents be made in person by an agent of the department to the Risk Management Center, 700 North Texas Blvd. Inner-campus delivery is strongly discouraged of any driver-related documents containing personal information.
  4. Obtainment Period 90 days beginning with date of receiving the Applicant Driver University Driver Request Application form.
