The School
The College of Public
Affairs and Community Service is an applied professional school offering
eleven undergraduate B.A. and B.S. programs, eight master's programs, and
one Ph.D. program. The school
has 1,800 majors, attracts an average of 2.5 million dollars per year in
external research and community service program monies from foundations
and local, state, and federal sources. Alumni of the College of Public
Affairs and Community Service are currently in positions that include, for
example, contingency planner for natural catastrophes; manager of health
service delivery for the elderly; city manager; rehabilitation counselor;
social work director; research director; director of clinic for autistic
children; addictions counselor; policy analyst; health planning analyst;
police chief; FBI agent; and administrator of long-term care facility.
The PACS Mission For
more than 28 years the College of Public Affairs and Community Service and
its faculty and staff have
brought the best resources of their disciplines to bear on factors that
affect the quality of community life. In addition to quality education,
innovative research is ongoing in the areas of social service delivery and
administration, city management, health care, geriatrics, law enforcement,
substance abuse, cross-cultural communication, emergency preparedness, and
economic development. In
PACS, traditional academic disciplines and tools are used in new ways that
make a difference—for students and communities.
The PACS Vision The
College of Public Affairs and Community Service aspires to be one of a
small group of applied social science schools in the nation who truly
integrate teaching, research, and community service. We promote interdisciplinary
scholarship both in the classroom and in the real world. Through our teaching, research,
and service we continue to influence the quality of life in the local and
global community. PACS is
focused on solving problems through both basic and applied research and
educating problem solvers through our teaching. Because of our location,
in one of America's fastest growing metropolitan areas, we are able to
develop and test alternatives and find solutions to complex issues that
abound in the urban environment.
We also provide special opportunities for students by involving
them in our research and providing a context for experiential learning in
community settings. Through
collaboration with both private and public organizations we believe that
our ability to effect change, educate future professionals, and answer
questions vital to a complex world is enhanced. Through the use of traditional
teaching methods, advanced technologies, off-campus locations, and a
belief in the importance of life long education the College of Public
Affairs and Community Service, at the University of North Texas, is poised
to make an impact in Texas, the region, and
beyond.

The Advisory Board Mission
To help insure that the University of North Texas Community Service
programs produce graduates who are well-prepared to meet the needs of our
society. This mission will be
achieved by developing strong reciprocal relationships among students,
faculty, citizens, and community leaders to enrich the educational
activities of the program.
The Advisory Board will support and guide the College of Public
Affairs and Community Service in its development and fund raising
activities.

Advisory Board By-Laws
Name
The organization shall be
known as the Advisory Board of the College of Public Affairs and Community
Service and shall be commonly known as the PACS Advisory
Board.
Purpose
The purpose of the PACS Advisory Board is to develop and maintain a
close relationship between community and business leaders and the dean,
departments, faculty members, and students in the College of Public
Affairs and Community Service.
In this regard, the role of the PACS Advisory Board includes, but
is not limited to, the following activities:
Objectives
· Work as an advocate
for the school and the university; · Provide advice and
counsel to the dean and the faculty on matters related to the PACS mission
and general direction of PACS programs; · Enhance partnerships
between the school and Metroplex communities; · Assist the school in
the development and cultivation of external support;
and · Coordinate with
other support groups of the school, the departments and centers,
institutes, and the university
Membership
The PACS Advisory Board will normally consist of 30 to 40
members. A chair and
committee chairs will be appointed by the dean of the College of Public
Affairs and Community Service.
Members of the PACS Advisory Board will serve for
three-year periods and may serve more than one term.
Membership on the PACS Advisory Board will be
extended to those individuals who agree to support the objectives of the
Board, make a financial commitment to the school, and who actively
participate in Board activities.
Invitations to join will be extended by the dean of the College of
Public Affairs and Community Service and the Chair of the Advisory
Board.

Executive Board
An Executive Board, consisting of the chair, action team chairs,
and up to six additional board members, will provide leadership for the
activities of the board.
Emeritus Members
Members who have offered excellent service to the school and who
are no longer active may be designated as emeritus members by the dean and
retired from the board.
Meetings
The PACS Advisory Board
will normally meet three to four times each year but shall not meet less
than once annually.
Terms
Terms on the Board shall run from August 31 to September 1 of each
succeeding year.

Action Teams
Action Teams are appointed by the dean and include a Program
Development and Review Action Team, an Annual Enrichment and Networking
Action Team, and a Long Term Capital and Endowment Funding Action
Team.
Program Development and Review Action
Team
The Program Development and Review Action Team is
composed of five to ten members of the PACS Advisory Board and will
provide assistance to the dean and the Advisory
Board.
In carrying out these responsibilities, the
Program Development and Review Action Team will:
· Recommend to the
Advisory Board on matters related to the mission of the Advisory Board and
on matters of strategy, positioning, goals, and objectives to penetrate
the target market for students and service to
communities;
· Advise the Advisory
Board on marketing promotional programs, including collateral materials,
to enhance the image of the university and College of Public Affairs and
Community Service; · Review the PACS
mission, degree programs, and programs and recommend changes to the dean and the
Advisory Board;
· Develop and recommend
to the Advisory Board the optimum approach to marketing the College of
Public Affairs and Community Service; and
· Exercise such other
powers and take such actions as may from time to time be delegated or
directed by the Advisory Board.

Annual Enrichment and Networking Action
Team
The Annual Enrichment and Networking Action Team shall be composed
of five to ten members of the PACS Advisory Board and will provide
assistance to the dean and the Advisory Board.
In carrying out these responsibilities, the Annual Enrichment and
Networking Action Team will:
· Develop, with the
assistance of the dean and chair of the Advisory Board, an annual plan and
budget to support the strategic and operational mission of the school as
it recruits new students and enriches each program;
· Develop and implement
programs for identifying funding sources to support the annual plan and
budget;
· Identify and recruit
non-Board members to assist in the best approach to funding
sources;
· Implement an annual
fund raising program;
· Consult with the
Program Development and Review Action Team to secure collateral materials
to support annual fund raising initiatives;
· Consult with the
College of Public Affairs and Community Service and University development
officers in annual funding initiatives including targeted individuals,
corporations, and charitable foundations; and
· Exercise such other
powers and take such actions as may from time to time be delegated or
directed by the Advisory Board.

Long Term Capital and Endowment Funding Action
Team
The Long Term Capital and Endowment Funding Action Team shall be
composed of five to ten members of the PACS Advisory Board and shall
provide assistance to the dean and the Advisory
Board.
In carrying out these responsibilities, the Long Term Capital and
Endowment Funding Action Team will:
· Develop with the
assistance of the dean and chair of the Advisory Board, a Long Term
Capital and Endowment Funding Plan for the College of Public Affairs and
Community Service;
· Develop and implement
programs and identify major funding sources to support the future
development of the College of Public Affairs and Community
Service;
· Consult with the
Program Development and Review Action Team in the development of
collateral materials to support Action Team funding
initiatives;
· Consult with the
College of Public Affairs and Community Service and University development
officers in identifying and targeting funding
sources;
· Develop optimum
programs for major gifts to the school, including charitable remainder
trusts and other vehicles;
· Develop the best
approach, with the assistance of University and College of Public Affairs
and Community Service administrative personnel, as well as other members
of the Board, in marketing the College of Public Affairs and Community
Service to major long term donors;
· Implement the long
term fund raising programs; and · Exercise such other
powers and take such actions as may from time to time be delegated or
directed by the Advisory Board.

External Development
Level
of Support
Successful accomplishment of the school mission, realization of its
vision, and meeting its goals requires support from the school, its
faculty and staff, the University of North Texas, and the PACS Advisory
Board. This support comes
through contributions of time, energy, and resources. The school recognizes that
individual members and the organizations that they represent will vary in
their ability to provide each of these types of support. We anticipate members will vary in
their levels of support and in how they provide support. We expect that the diversity of
memberships in the PACS Advisory Board will equalize across all the needs
for support in the school.
Development Officer
The College of Public Affairs and Community Service is represented
by a development director who works through the UNT Advancement Center
which maintains the on-going development work for the University. Advancement is responsible for
capital campaigns, annual telefund campaigns, and fund
raising.
Fund Raising
The school can not reach its goals without external financial
resources. The dean and
development officer initiate fund raising. The PACS Advisory Board is
expected to support the School's development work. Participation in fund-raising
activities, networking with contacts and alumni, and proposal development
are examples of possible fund raising activities. The School is appreciative of any
direct gifts received from the PACS Advisory Board members. It is anticipated that, at
minimum, each board member will help PACS through either personal or
company contributions on an annual basis. The school requires support for
the following activities.

Autism Project Endowment

Designed to provide state-of-the science training and research to benefit children with autism throughout Texas, this program provides training at the graduate level, research on autism, and direct service to autistic children and their families.

Counseling Program in Jerusalem, Israel
$1,000,000
For five years PACS has been conducting a master's degree program in Jerusalem for Orthodox women interested in practicing family counseling in religious communities. Graduates provide desperately needed family and marital counseling in communities throughout Israel. Half of this endowment will support scholarships, and the other half will support the clinic in Jerusalem.

This multifaceted program assists in the development of field schools in Mexico for PACS students to give students an opportunity to study, interact, and apply their professional skills through service-learning in an international setting. The project also provides basic scholarship support for Mexican students who wish to do graduate study in PACS.

This endowment provides support for the Center's prevention, therapeutic, and research work in the community and the enhancement of its programs developed over the past decade.

Faculty and staff will implement specific research and demonstration projects that are requested by communities, both locally and globally. These projects will be designed in consultation with communities in areas such as community building, substance abuse prevention, sustainable development, public health, and community justice and policing. The strength of this program is that all projects will be partnerships between community organizations and the university and will focus on solving society's most pressing problems.

Neighborhood Program Endowment

A network of low income multi-family and senior housing projects across the Metroplex, this program provides strategies on how to develop community-based services for low income residents both through direct service programs and consulting services to those engaged in low income housing development. It also develops mentoring opportunities that connect UNT students with low income children in the Metroplex.

The Center will coordinate PACS initiatives related to critical employment-related issues for Texas, as well as design and conduct research, disseminate information, and consult with industry and workers to control costs associated with health and disability.

Public Administration at UNT has been rated as the best program in Texas for its MPA program in local government administration. This endowment will fund a coordinating faculty role for the expansion of this program to include nonprofit management.

This endowment will allow PACS to hire an outstanding faculty member to spearhead the expansion of PACS programs already in place that involve health services research.
· Minority Aging
Institute Endowment
$ 500,000
With nearly 2
million residents aged 65 and older, Texas ranked 4th among all
states in the number of senior citizens in 1997. Hispanic and other minority aged,
many with special health and social needs, accounted for 27% of older
Texas—more than half a million persons. The Minority Aging Institute
provides technical assistance, outreach, and educational programming to
assist the state in meeting its needs.

The school recognizes that financial support will vary given the
variety of businesses, non-profit organizations, and individuals who have
an interest in building a better society. The school will recognize
individuals and their representative companies for financial support on an
accrued basis at six levels.
